Nothing moved in the accession process since our last issue on 26 July. We did not publish on 2 or 9 August, so this issue covers three weeks, and the honest summary of all three is that the institutions are on their summer break.

Council publishes the record of the July accession run-up

The Council released the summary record of its Permanent Representatives Committee for 8, 10, 12 and 14 July. Under Friday 10 July it lists the EU common positions that went to approval before the four accession conferences held on 14 July: for Albania, chapter 25 on science and research, chapter 26 on education and culture and chapter 30 on external relations; for Montenegro, chapter 8 on competition policy, chapter 29 on the customs union and chapter 14 on transport policy; for Moldova, cluster 6 on external relations; and for Ukraine, cluster 6, entered on the agenda as a possible item. A common position is the mandate the EU side carries into a conference. It is the step that has to be settled among member states before anything can open or close, and the record puts a document number on each file.

One Montenegro chapter in that record did not close at the conference

The same record lists an EU common position on chapter 14, transport policy, for Montenegro. The Commission's account of the 14 July conference names only chapter 8 and chapter 29 as provisionally closed, and puts Montenegro at 18 of 33 chapters. Chapter 14 does not appear in it. Nothing published since explains the difference, so we are not recording a third closure. Our count for Montenegro stays at 18, and it moves only when the Commission or the Council says so.

Kosovo · Decision of 8 July 2026, in force from 1 September

Kosovo gets a new EU Special Representative from 1 September

The Council decision appointing the next EU Special Representative for Kosovo names Dirk Schübel, from 1 September 2026 until 31 August 2028, with a budget of 5,710,846.74 euro for the two years. The text sets the post's tasks: political guidance to the EU rule of law mission in Kosovo, support for the Belgrade and Pristina dialogue, and a final mandate report by 31 May 2028. The decision is dated 8 July and the summary record lists it for adoption under 10 July. We did not carry it at the time, and it reached us through that record. It is a personnel and mandate decision. It does not change Kosovo's standing, which is still an application and no candidate status.

Four weeks with no enlargement news from the Commission

The Commission's enlargement newsroom published nothing about any of the ten candidates between 17 July and 16 August. Its one item in that period, on 9 August, was a statement on Belarus, which is not a candidate country. August is when the institutions stop, so a gap this long in the middle of summer is what the calendar predicts. We report it because a reader watching the site should know the difference between a process that has paused for the holidays and a process that has stalled.

Not on the clock

Bosnia and Herzegovina. Candidate since December 2022. Negotiations have not formally opened: no negotiating framework adopted, no first conference held.
Georgia. Candidate since December 2023. The accession process is on hold over concerns about democratic backsliding.
Turkiye. Negotiations opened in 2005 but have been frozen since 2018, with no chapters moving.
Kosovo. Applied in December 2022. A potential candidate, candidate status not yet granted.

What we are watching

Ukraine and Moldova each have two of the six clusters open. The screening results for clusters 2 and 3 were tabled at the Council working party on 22 July, and no approval and no conference has followed. Unconfirmed: press reporting points to a further attempt in early September. No Council notice of meeting for September has been published, so we treat the date as unconfirmed and will record a third open cluster only when the Commission or the Council confirms a conference.
Kosovo has still not been paid under the Reform and Growth Facility. The Commission's facility page lists releases to Albania, Montenegro and North Macedonia, the most recent on 20 May, and none to Kosovo. Kosovo's first performance assessment is the trigger to watch, and no decision on it has been published.
The next fixed point in the calendar is the yearly Enlargement Package, which the Commission publishes in the autumn. Last year's came out on 4 November. Expect the process to restart in September before that.
