    Albania provisionally closes its first three chapters

    At the 9th Accession Conference (14 July 2026), and following the May confirmation that it had met the Fundamentals interim benchmarks, Albania provisionally closed its first negotiating chapters: 25 (science and research), 26 (education and culture) and 30 (external relations).

    Albania meets interim benchmarks for the Fundamentals cluster

    The 8th Accession Conference confirmed that Albania had, overall, met the interim benchmarks for Cluster 1 (Fundamentals) and set closing benchmarks for the cluster's chapters — the second candidate after Montenegro to reach this stage. The EU and Albania are now in a position to start closing negotiating chapters.

    EU-Albania review: judicial vetting nears completion

    At the 17th EU-Albania Subcommittee on Justice, Freedom and Security (3-4 March 2026, Brussels), the Commission welcomed continued progress on justice reform, with the judicial vetting process approaching finalisation within the constitutional deadline of June 2026.

    With the resources, agriculture and cohesion cluster, Albania has opened all 33 chapters.

    The 2025 Enlargement Package found Albania made significant progress, with four clusters opened over the year, and judged it on track to meet its goal of concluding negotiations by 2027, subject to maintaining the pace of reforms.

    Albania receives first EUR 99.3 million under the Growth Plan

    The Commission released Albania's first disbursement of EUR 99.3 million under the Reform and Growth Facility for the Western Balkans, of which EUR 46.2 million goes directly to the state budget.

    Cluster 4 "Green agenda and sustainable connectivity" opens

    The sixth Accession Conference opened negotiations with Albania on Cluster 4, covering transport, energy, trans-European networks, and environment and climate policy.

    Cluster 3 "Competitiveness and inclusive growth" opens

    The fifth Accession Conference, held in Brussels, opened negotiations with Albania on Cluster 3 (eight chapters), and the EU set benchmarks for the provisional closure of these chapters.

    Commission approves Albania's Reform Agenda under the Growth Plan

    The European Commission approved Albania's Reform Agenda under the EUR 6 billion Reform and Growth Facility for the Western Balkans, opening the way to payments made upon completion of agreed reform steps.

    Albania opened its first negotiating cluster, starting a rapid run that opened all six clusters in 13 months.
