Cluster 6 "External relations" opens
One month after Fundamentals, and in parallel with Ukraine, the EU opened a second negotiating cluster with Moldova — External relations (Cluster 6), comprising chapter 30 (external relations) and chapter 31 (foreign, security and defence policy, including alignment with EU trade legislation, foreign-policy positions and sanctions). The EU set benchmarks for the future provisional closure of both chapters.

Second EU–Moldova Summit
At the second EU–Moldova Summit in Brussels (Presidents von der Leyen, Costa and Sandu) — a week after the first negotiation cluster opened — the EU announced new funding (€232.7M for the Porumbrei–Comrat road, €11M for hybrid-threat resilience, €17M for border infrastructure) and confirmed €504M already disbursed under the €1.9bn Growth Plan for Moldova.

European Council welcomes the opening of the Fundamentals cluster
In its 18–19 June 2026 conclusions (EUCO 8/26), the European Council welcomed the holding of the Intergovernmental Conference on the accession of the Republic of Moldova and the opening of the fundamentals cluster on 15 June 2026, and looked forward to the opening of the other clusters, in line with the merit-based approach. It also looked forward to the EU–Republic of Moldova Summit on 22 June 2026.

Cluster 1 "Fundamentals" opens
At the second EU–Moldova Accession Conference (Intergovernmental Conference) in Luxembourg, the EU opened the first negotiating cluster, Fundamentals, with Moldova — in parallel with Ukraine, following the 12 June agreement of all 27 member states. The conference set interim benchmarks for the cluster and for chapters 23 (judiciary and fundamental rights) and 24 (justice, freedom and security), and closing benchmarks for chapters 5 (public procurement), 18 (statistics) and 32 (financial control). The cluster opens first and closes last, setting the pace of the whole negotiation.

In its "Ten Priorities on European Integration" (14 Nov 2025), the government of Moldova targets finalising accession negotiations by the end of 2027, signing the Accession Treaty by 2028, and being fully prepared for membership by 2030. Stored as an attributed political target, not a fact.
