Cluster 6 "External relations" opens
One month after Fundamentals, the EU opened a second negotiating cluster with Ukraine — External relations (Cluster 6), comprising chapter 30 (external relations: the common commercial policy, humanitarian aid and development cooperation) and chapter 31 (foreign, security and defence policy, including alignment with EU positions, declarations and sanctions). The EU set benchmarks for the future provisional closure of both chapters. Ukraine's strongest area (external relations and CFSP are its best-prepared chapters), opened out of numerical order while clusters 2–5 remain to be agreed.

European Council welcomes the opening of the Fundamentals cluster
In its 18–19 June 2026 conclusions (EUCO 8/26), the European Council welcomed the holding of the Intergovernmental Conference on Ukraine’s accession and the opening of the fundamentals cluster on 15 June 2026, and looked forward to the opening of the other clusters, in line with the merit-based approach. Leaders will hold a strategic discussion on enlargement and reforms in October 2026.

Cluster 1 "Fundamentals" opens
At the second EU–Ukraine Accession Conference (Intergovernmental Conference) in Luxembourg, the EU opened the first negotiating cluster, Fundamentals, with Ukraine. Five chapters were opened: 23 (judiciary and fundamental rights), 24 (justice, freedom and security), 5 (public procurement), 18 (statistics) and 32 (financial control). The cluster opens first and closes last, setting the pace of the whole negotiation.
