Snap parliamentary election called for 25 October 2026; National Assembly dissolved

Press reports (Balkan Insight, European Western Balkans, 9 September 2026) say President Aleksandar Vucic signed a decree dissolving the National Assembly and a decision calling elections for members of parliament for 25 October 2026, on a government proposal of 7 September. The Republic Electoral Commission states on its own site that the elections were called for 25 October 2026 and adopted the electoral calendar for them on 11 September. For the accession process this is a pause: with parliament dissolved, legislative work is limited to current and urgent business until a new assembly convenes and a government is formed, so the reform laws the EU asks for wait, and no cluster or chapter has opened since December 2021 in any case. The Commission's 2025 report says tangible improvements are needed in the conduct of elections, that all outstanding OSCE/ODIHR and Council of Europe recommendations should be implemented well ahead of any new elections, and that the pace of negotiations depends on rule-of-law reform and the normalisation of relations with Kosovo. As of 14 September 2026 we found no statement by an EU institution on the election call; the Council's enlargement working party listed "Serbia: update on the latest political developments" for its 15 September meeting (CM 4140/26). Press reports also say the President intends to resign on 25 or 26 September to stand for prime minister; that has not happened and is not recorded here.
