EC 2025 report: Georgia a "candidate in name only", sharp backsliding
In its 2025 Report (4 Nov 2025) the Commission again called Georgia "a candidate country in name only", finding serious democratic backsliding — rapid erosion of the rule of law, repression of civil society, media and the opposition. CFSP alignment fell to 40% (from 53%). The report set recommendations only on the fundamentals, not the other chapters.

Georgia’s accession process stalls
The EU effectively suspended Georgia’s accession over the "foreign agents" law and disputed elections, and the government said it would not pursue talks until 2028.
